Sounds like Scott Cullen has similar feelings to me. In my "Stefan Legein" post, I talked about how the NHL draft is simply too early, or too much of a gamble. However, there are a decent number of 18 or 19 year olds that can play in the NHL so it's kind of a Catch-22, too much money for the lack of risk and concerns about whether these players should be evaluated at a later date, and the reality that many of these players can contribute.
Another thought, maybe the only way to guarantee that you will get quality NHL'ers and be able to re-build is by having a ton of picks and hoping you are more lucky than skilled.
For example, the N.Y. Islanders have 2 first rounders and 3 second rounders, so presumely at least a couple of those picks will develop into quality NHL'ers.
